Starting December 15, 2025, further bridging the “last mile” for foreign trade enterprises to obtain documents. This move, following the success of previous pilot programs, is another important measure by the GAC to deepen the reform of streamlining administration, delegating power, and improving services, and to optimize the port business environment, aiming to provide enterprises with more efficient and convenient customs clearance support services.

In recent years, with the continuous expansion of foreign trade, enterprises’ demand for inquiry and printing of customs declaration documents has been increasing. Previously, enterprises had to apply through manual windows or specific systems, resulting in cumbersome procedures and long processing times. The self-service service being promoted now relies on digital platforms such as the International Trade Single Window. Within their authorized scope, enterprises can inquire, download, and print customs declarations, accompanying documents, and related electronic data online at any time, achieving “zero trips” and “instant processing.” According to feedback from pilot areas, the average time for enterprises to handle related business has been reduced by more than 60%, and labor and transportation costs have been significantly reduced.

A relevant official from the General Administration of Customs stated that the next step will be to continuously optimize system functions, explore data sharing with tax and foreign exchange departments, and promote “one-time collection, multi-party reuse” of customs declaration documents, further improving the level of cross-border trade facilitation.
